In the wake of the speech, Mr Ma was dressed down by officials in Beijing and the $37bn initial public offering of his company Ant Group was suspended. He has not been seen in public since.</p><p>A spokesperson for Alibaba, which was founded by Mr Ma, said: “Due to a schedule conflict Mr Ma could no longer be part of the finale judge panel of Africa’s Business Heroes earlier this year (2020).”</p><p>One contestant in the competition said she had been star-struck when she pitched her business to Mr Ma in an earlier round. “You can’t imagine,” she said. 1,074 workers in the formal sector in the National Capital Region (NCR) received their 5k grant through DOLE’s COVID-19 Adjustment Measures Program (CAMP).<br />

“We’ve processed a total of Php 5,504,250.00 financial support and each of the CAMP beneficiaries received their 5k assistance through a money remittance scheme,” said DOLE-NCR Regional Director Sarah Buena S. Mirasol in a report submitted to DOLE Bureau of Local Employment on March 24, 2020.<br />

As of said date, DOLE-NCR received 46,213 CAMP applications submitted by 973 private establishments in Metro Manila that have implemented Flexible Working Arrangements (FWAs) or temporary closure, in view of the DOLE Labor Advisory No. 9, series of 2020.<br />

From the said number of applications, the regional office are currently processing over 43,000 requests for financial assistance.<br />

Due to the influx of applications received online, Mirasol asked for patience and cooperation of the employers. Also, in compliance with the quarantine protocol and to help prevent workplace exposure to COVID-19, the regional director had temporarily restricted the entry of visitors in their physical office and advised their clients to send their CAMP applications through e-mail.<br />

“We have a skeletal workforce available in the office but in strict adherence to the Enhanced Community Protocol in Luzon, we are temporarily not welcoming any visitors. Please understand that we prioritize the safety and health of our customers and so we request our clients and partners to transact or communicate with us online via e-mail or through our hotline numbers to prevent the spread of COVID-19,” Mirasol said.<br />

In an Instagram post, Chiu said she was sleeping inside her car when she was awakened by several gunshots.<br />

At the end of the day, the actress is just grateful that she, her driver and her personal assistant were unscathed.<br />

“Inisip ko na lang walang nasaktan sa amin. God protected us,” she said.<br />

A report from the Anonas Police Station said the shooting happened around 6:15 a.m. in front of the UP Town Center in Katipunan.<br />

Driver Wilfred Taperla said they were waiting for the traffic light to turn green so they could turn left to C.P. Garcia Avenue from Katipunan when two men on board a motorcycle approached the right side of the vehicle and started shooting them.<br />
<br />
He said the actress was sleeping but was roused by the shooting. No one was hurt in the incident.<br />

Taperla said the suspects were both wearing black helmets and jackets.<br />

The perpetrators fled towards Old Balara, Quezon City.<br />

Forget about the punch counts, which showed Pacquiao landing twice the number of punches that Horn did. Those punches are counted by humans and with the awkward style of both fighters, it was difficult without the benefit of slow-motion replays to see just who landed what as the two flurried furiously at times in the ring.<br />

The real problem was that Pacquiao couldn't finish Horn in the ninth round, something that isn't new for the Filipino great, who hasn't stopped anyone in eight years. He also couldn't win the 12th round on any scorecard, when a strong final round would have salvaged a draw in the welterweight title bout.<br />

The top fighters do that. But Pacquiao is no longer among the elite, which is why he had to go to Australia in the first place to score a reputed $10 million payday.<br />
<br />
That should get him another fight or two, though not at the rate of pay to which he's become accustomed. And it's not enough to get him a second fight with Floyd Mayweather Jr., a bout that wasn't likely to happen even before his controversial loss Sunday in Australia to hometown hero Jeff Horn.<br />
<br />
At the age of 38, Pacquiao is pretty much done. His latest attempt at wiping away the stain left from his fight with Mayweather ended with a fighter who wouldn't have survived five rounds with him in his prime celebrating in front of a crowd of 51,052 at a rugby stadium in Brisbane.<br />
<br />
Pacquiao's supporters will howl that the judging was horrendous, and on at least one card (117-111, Horn) it was. But it was Pacquiao who allowed the fight to be as close as it was, and it's hard to argue much (though those blabbering on ESPN certainly did) with the two judges who had it 115-113 in Horn's favor.<br />
<br />
Besides, Pacquiao knew going in what was expected of him. He needed to dominate and he didn't, outside of a ninth round where he tried his best to take Horn out only to punch himself out and leave the final rounds in Horn's hands.<br />
<br />
After 22 years as a pro, Pacquiao should have known the old boxing axiom: Go to someone's hometown, and sometimes you get a hometown decision.<br />
<br />
The talk before the fight was that there weren't many opponents for Pacquiao after Horn, unless he was offered up as fodder for Terrence Crawford or Keith Thurman in one final effort to cash in on his name. At least now he'll get a rematch with Horn, assuming he can get enough time away from his duties as a senator in the Philippines to take the fight.<br />
<br />
"That's the decision of the judges. I respect that," Pacquiao said afterward. "We have a rematch clause, so no problem."<br />
<br />
Those screaming on ESPN and in social media afterward should have been as calm. Between ringside analyst Teddy Atlas and the bloviating Stephen A. Smith, you would have thought this was the robbery of the century, when it was anything but.<br />
<br />
It's also not a stain on boxing in any fashion. Fights are subjective, judges see different things and the fact is that Pacquiao simply couldn't reach down and find enough to take the decision out of their hands.<br />

The people at ESPN who signed a deal with promoter Bob Arum for a series of Saturday night fights weren't crying foul afterward. They had to be ecstatic with an entertaining fight card that ended with enough controversy to let Smith babble on endlessly even at the end of a 4½ hour prime-time marathon.<br />

As for Atlas, well, he's an acquired taste for the casual fan. It's one thing to play the role of outraged ringside expert, but Atlas is so in love with his own voice that even when he was talking to the fighters afterward he was giving long statements instead of asking pertinent questions.<br />
<br />
Still, unlike the Aug. 26 charade with Mayweather and Conor McGregor, this was a real fight. Both fighters were bloodied and battered, yet both refused to give an inch even as the rounds went on and the blood kept flowing.<br />
<br />
Mute the television and it looked like a very close fight. I had Pacquiao winning 115-113, but judges can be influenced by the crowd's frenzied backing of Horn just as television viewers can be influenced by analysts who insist that the way they see the fight is the only way it could possibly be seen.<br />
<br />
The fact is, Pacquiao is an aging fighter who has been in too many ring wars. Time catches up with all fighters, and it looked for long stretches in Sunday's fight like it finally caught up with him.<br />
<br />
Give Horn credit for beating a legend, faded as Pacquiao might be. Give both credit for fighting through head clashes and blood to fight to the final bell.<br />

The operation – kept a secret from the Armed Forces of the Philippines (AFP) – pitted the two forces against each other. Police officials and SAF troopers themselves have questioned why the AFP was unable to send artillery support to the beleaguered SAF, while the AFP argues it did not have enough information the morning of the clash on January 25.<br />

The BOI compiled the remarks Aquino made when he lambasted Police Director Getulio Napeñas last March 5 as well as his SMS exchanges with Purisima, the resigned Philippine National Police chief and a close friend of Aquino.<br />
<br />
“At one point during the press briefing, the President stated that he was on top of the hunt for Marwan and company for several months. The President also denied the involvement of the suspended CPNP Purisima in Oplan Exodus. However, in the succeeding Senate Hearings, suspended CPNP Purisima admitted that he was accountable for Oplan Exodus,” it said.<br />
<br />
In an another observation, the police probers led by Police Director Benjamin Magalong said Aquino “had knowledge of the details of Oplan Exodus” contrary to his initial claim denying his direct involvement in the operation.<br />
<br />
“In the same press briefing, when the President was asked for a categorical answer if he gave the go signal for Oplan Exodus, the President did not directly address the question and replied that the question was rhetorical. He further said ‘tinutulungan ako ni General Purisima,’” it added.<br />
<br />
But during Aquino’s meeting with evangelical church leaders on Monday, the President confirmed that he approved Oplan Exodus, the covert mission that claimed the lives of 44 Special Action Force commandos.<br />
<br />
To prove their point, the BOI cited the President’s harsh remark against Napeñas, quoting him as saying: “kung alam ko na ganito ang gagawin niya (Napeñas) from the start, ay hinindian ko ho itong misyon na to…” and “kung alam ko ho yung parte ng planong yon, hindi na natin inapprove.”<br />
<br />
The BOI said Aquino’s remark was supported by text messages that the President sent to suspended Purisima while the encounter was ongoing.<br />
<br />
Aquino’s text message to Purisima goes: “If I remember correctly, 160 SAF troopers are involved in this operation plus provisions for other PNP and AFP units to assist. The terrain is flat and clear as opposed to upland, forested or jungle terrain. Why could they not contain and/or overwhelm the 15-20 opposing force? Are they still in contact with the two targets? If not and the opposing force has escaped? Are we now back to square one?”<br />
<br />
“Another SMS that the President sent to suspended CPNP Purisima on January 25, 2015 dated: Why was it left behind? The other two targets?”<br />
<br />
“The SMS messages show that the President had knowledge of the details of Oplan Exodus,” it said.<br />
<br />
The BOI said, from the standpoint of military operations, Aquino’s questions to Purisima “might be construed as tactical orders for the ground commander to follow, i.e. “Why was it left behind? The other two targets?”<br />
<br />
One section in “The Mamasapano Report” with a title “J. US Involvement” said relieved SAF commander Police Director Getulio Napeñas disclosed to the BOI that “US counterparts had been providing medical (support)” to the operation.<br />
<br />
The BOI added in the report that six American nationals were in the tactical command post of the SAF in Shariff Aguak with Napeñas and other SAF commanders.<br />
<br />
“Towards the retrieval operations, US forces also helped in the medical evacuation of the besieged and wounded SAF commandos. Mangahis maintained that the ‘pilots of the helicopter who helped in evacuating wounded personnel to the hospital’ were among the identified American nationals at the TCP,” the BOI wrote.<br />
<br />
The Mangahis being referred to by the BOI was a certain Superintendent Michael John Mangahis.<br />
<br />
In the same section, the BOI said Napeñas also confirmed that the severed left index finger of Marwan was sent to two representatives of the US’ Federal Bureau of Investigation waiting at General Santos City on January 28, 2015.<br />
<br />
“The pictures of Marwan, taken by the Seaborne immediately after he was killed, were also turned over to the FBI as well as the DILG and the PNP as part of the evidence,” it added.<br />
<br />
The board also concluded that resigned PNP Director General Alan Purisima had “<b>no authority</b>” in involving himself in the implementation of Oplan Exodus, which ended in the tragic death of 44 SAF commandos, 18 Moro rebels and five civilians.<br />

Ten individuals, who are supporters of Representative Carmelo Lazatin, have filed illegal arrest and physical injuries against personnel of Mayor Edgardo Pamintuan.<br />
<br />
Lazatin's supporters were arrested and allegedly harassed and threatened by Pamintuan's allies and men led by Jesse Eres, head of the Angeles City Entertainment Promotion Office (Acepo).<br />
<br />
Charged were Eres, other Acepo officers, and officials from the Angeles City Police Station 4 located in Barangay Balibago.<br />
<br />
The 10 individuals were arrested by City Traffic Aides on February 3 in Barangay Balibago here while distributing flyers, containing joint affidavit hitting the mayor in connection with the job orders issue at the City Government.<br />
<br />
The 10 were taken to the Acepo, where they were reportedly harassed by Acepo personnel and even threatened by Eres.<br />
<br />
According to reports, at least two of the apprehended individuals were "strangled" by Acepo personnel.<br />
<br />
Eres reportedly told the apprehended individuals, "Papate da ka, ugse da ka Abacan, bayaran dakang P200,000 (I will have you killed, I'll throw you off Abacan (bridge), I'll pay P200,000 for you).”<br />
<br />
The apprehended individuals were then transferred to Station 4 where all 10 of them, two of whom are minors, were detained for almost seven hours.<br />
<br />
They were identified as Roger Sumala, Jeffrey Sumala, Yoshiko Canque, Princess Gopez, Kristina Arceo, John Michael Delusa, Nicole Ramos, Paolo Sumala, and two minors.<br />
<br />
The flyers being distributed by the apprehended individuals contain the joint statement issued by village councilmen William David (Barangay Lourdes Northwest), Roy Ogurida (Barangay Cutcut), Renato Coronel (Barangay Salapungan), Nenita Ferrer (Barangay Margot), and Oliver Chaneco (Barangay Santo Domingo) assailing the Pamintuan administration for the alleged inclusion of the names of the village officials' relatives in the list of the job order employees without their knowledge.<br />

Eres denied threatening to kill one of the arrested persons. He said it is not in his personality to have someone killed.<br />

During a guest appearance in a local radio program, Barangay Margot Kagawad Nenita Ferrer clarified that she did not know that her name has been included in the payroll for “job orders.”<br />

Ferrer heard her name mentioned during a radio talk show which named the “ghost employees” at the City Hall.<br />
<br />
“Kinausap kami noon para sa gagawing cultural mapping,” Ferrer said, “pero ang paniwala ko ay boluntaryo ang ginawa naming serbisyo doon. Wala kaming tinanggap na sahod maliban na lang sa P50 na allowance na minsan lang.”<br />
<br />
Ferrer’s name has been included in the list of JO employees assigned as researchers for the cultural mapping conducted by the City Government under the city’s Tourism Promotion and Development Program. Researchers receive a daily salary ranging from P600 to P650.<br />
<br />
According to Ferrer, they were called by a certain Francisco Esguerra from the Office of Senior Citizens’ Affairs (Osca) and were made to attend a seminar at the Gabaldon Building.<br />
<br />
Ferrer also said that the city’s First Lady, Herminia Pamintuan, was also present during the said seminar.<br />
<br />
Ferrer is only the latest among several barangay officials who surfaced to denounce the arbitrary inclusion of names in the list of the city’s JO appointments.<br />
<br />
Earlier, Barangay Lourdes Northwest council member William David also expressed resentment over the situation after having learned that the name of his wife, Irene David, has also been included in the list of JO appointments.<br />
<br />
David said his wife does not work as a JO appointment and does not even go to the City Hall to collect her supposed salary.<br />

Barangay Cutcut council member Roy Ogurida also released a statement saying that the inclusion of his sister’s name in the list of the City Government’s JO employees was done without their knowledge.<br />

Ogurida said: “Ito ang tunay na mga ‘ghost employees’ ng City Hall. Nakalista ang mga pangalan nila sa payroll pero kung hahanapin mo sila ay hindi naman talaga nagtatrabaho dahil ni hindi nila alam na nakalista pala sila bilang mga job order.”<br />

IC Calaguas, chief of staff of Rep. Carmelo “Tarzan” Lazatin (1st district, Pampanga), challenged Thursday Mayor Edgardo Pamintuan to release real property taxes (RPTs) due to some barangays for the months of September and October.<br />

She noted that for the month of August, the total share for RPTs collected by the City Government amounted to P443,831.42, but Barangay Balibago chairman Tony Mamac, has not received its P42,427.34 share of the RPT for August.<br />

The same case is true, Calaguas said, with Barangay Cutcut led by chairman Cecille Nepomuceno, whose RPT share for August amounting to P28,421.19 remains unreleased.<br />

“If the current city administration is really practicing sound fiscal management as they claim, why can’t they release the barangay RPT on time? The local Government Code states that barangays are entitled to 30 percent of the RPT collected by the city, 50 percent of which will go to the barangay where the property is located and 50 percent to be distributed equally among other barangays,” stressed Calaguas.<br />

“If the city is stable, then show documents,” Calaguas said.<br />

She added, “We have documents to prove everything even as they deny that the city government is bankrupt and has a negative cash flow. Even this list of thousands of JOs [job orders] which is costing city hall some P26 million is documented by our camp. Records we gathered from the Treasurer’s Office show that the city has a negative cash flow of P11,945,575. How can they deny that? Let’s prove everything with documents, including the unreleased RPT of some barangays,” Calaguas told Sun.Star Pampanga yesterday.<br />

She also cited Section 271(d) of the Local Government Code which states that “the share of each barangay shall be released, without the need of any further action, directly to the barangay treasurer on a quarterly basis within 5 days after the end of each quarter and shall not be subject to any lien or holdback for whatever purpose.”<br />

“Pero matagal na since August. Two weeks have passed since the end of the third quarter. What’s holding them back from releasing the RPTs?” she said, as she showed volumes of documents to back up the Lazatin camp’s claim: “Let’s prove everything with documents.”<br />
